Where two by fours go when they die

In the underpass leading to Old Sacramento are various works of art, including this one. If you can’t really make it out, it appears to be constructed from various lengths of two by fours. I guess someone just had a bunch left and thought, “Gee, I know! I’ll sell these to the City of Sacramento for underpass decoration!”

Which makes them rather clever, IMO. ;)
