Suggested plugin
Filed in Blog, GeekinessI’d like to recommend this plugin.
It adds a little icon next to each comment and if you click on that it puts you in the comment form but specifically tied to that comment. This means that if you reply directly to your reader, she or he gets an email with the reply and doesn’t have to either keep on checking or reading everyone’s comments on that point, which can be many, and none relevant to that one reader.
It also plays nicely with that same reply-to-comment plugin. It doesn’t appear to work with nested comments, though.

Do the person on the comment receive an email even if it doesn’t checked the box to be notified?

Yes–that’s the whole point. They do not need to come checking for an answer, and as I usually email people anyway it saves the effort. It is like sending a personal email.
Only the site owner can send the emails, though.
If you are subscribed to comments anyway, you won’t get the extra email.
The email you just received is an example of how it works.
